Heavenly Council of Ki-rins
These Kirinal Lands have been blessed and protected by the ki-rins for millenia, well before the creation of our Kirinal Concordance Zone. In these times of concordance, the Heavenly Council of Ki-rins was created to protect innocents and promote the interests of benevolent supernatural beings.
I have a hard time telling the difference between the Heavenly Council and the Great Spirits. They both have all sorts of goody two-shoe magical beasties in 'em. And them flying unicorns show up in both groups! I keep it straight by rememberin' that the Spirits like to party and the Council tries to tell them what to do!
The Heavenly Council of Ki-rins consists of supernatural beings, not just ki-rins, who are dedicated to protecting the world's innocents. In addition to ki-rin their members include metallic dragons, benevolent naga, unicorns, treants, myconids, and armies of baku and other beneficial spirits. The most powerful of them lead the Great Spirits of the Zone through the Heavenly Council.
They promote peaceful coexistence between spirits and mortals in the Zone. Both mortals and spirits defend against multiversal threats that could encroach into the world from the Kirinal Pit. Mortals seek out opportunties for profit and exploration. Spirits thrive in the confluence of energies from other planes of reality. In the early years of the Pit, mortals and spirits either ignored or preyed on each other. When the ki-rin returned after a century of absence, they created the Council to complement the new Concordance.
Protectors of Children
The members of the Council, under the leadership of the ki-rin Moon Breeze, have declared themselves the protectors of the children of the Zone. They coordinate the Celebration of Children to assign a guardian baku to every child in the Zone. They hold the annual Benediction of the Heavenly Council to promote cooperation between spirits and mortals and to strengthen agimat and wards to protect against malevolent forces.
Headquarters & Officers
The Council has their headquarters at the Empyrean Ki-rin Monastery in the Ki-Rin Forest. The serene forest and grounds are amongst the safest and most well guarded areas in the Zone. The Forest repels those with evil in their heart and the Monastery is the home to a mighty gathering of powerful creatures.

The powerful members of the council include the aforementioned Moon Breeze and these other powerful beings:
- Authriand - a gold dragon who sleeps in the Monastery's pond.
- Oak Father - the oldest ent in the world and the lover of...
- Myconid Mother - a portion of an immense mycelial intelligence, and the Oak Father's partner
- Kavyajat - a spirit naga
- Nightwind - a noble unicorn
- The Moth Queen - the sentient monarch of the Incarnation Moths.
Heavenly Council Plot Hooks
Infernal Intrigue
The Council suspects that one of their members is secretly working against them. They have asked the party to uncover the traitor and understand their motives. The investigation begins with a visit to Titivilus , the Ambassador of Hell.
Protecting the Protectors
A darkness has fallen over the Ki-rin Forest and a shadow has fallen over the Empyrean Ki-rin Monastery. The Council cannot even perceive the danger that they are under and the heroes must discover what is threatening them and how to stop it.
The Lost Ki-rin
A ki-rin colt, child of one of the Councillors, has gone missing. Ki-rin parts fetch a hefty price on the black market and the Council suspects that poachers may have taken her. The group must embark on a rescue mission to find and retrieve the innocent ki-rin before she is slaughtered.
The Gift Giver's Conclave
The Council has entered the Chamber of Charity to perform the Gift Giver Ritual and Klaus the Gift Giver has emerged. While this Avatar of the Will of the Council emerges to perform the rite of Anamas Gifts Giving the party must protect their helpless bodies.
Benediction Bodyguards
The Zone Authority Police has received word of a threat to the Benediction of the Heavenly Council. They seek out contractors to help them protect the parade route along the Inner Ring.
Waaait, is 'Kirinal' related to Ki-rins and it's never occurred to me before?! I think my favourite council member (besides mushroom lady) is Authriand. I like he sleeps in the pond.

Yes! Kirinal has always been named after ki-rins! They were my favorite when I was a middle school kid and came up with all of this... much too long ago!
