Once per long rest the Lucky Tail allows you to cast Animal Friendship without expending a spell slot, but only as the 1st-level of the spell and only on Skeevers. If the spell succeeds, you will not be able to socially interact with the beast ethier, it will simply wink at you and scurry away and attempt to hide from you for the spells duration. Repeating the action if you later locate it before the spell ends.

The item appears to be a dried out and shrivelled Skeever's tail. Which it is.
