1-level Evocation
You create an arrow of ice and fling it at one creature within range. Make a spell attack against the target. On hit, the target take 1d10 piercing damage. Hit or miss, the target must make a strength saving throw. On a failed save, the target takes 1d6 cold damage and is restrained by the Ice.
While the target is restrained, it takes 1d6 cold damage at the start of its turn.
A Creature can use its action to make a strength check against your spell save DC. On success, the Restrained creature is freed and the ice melts away.
At higher levels: When you cast this spell using a spell slot of 2nd level or higher, the cold damage increases by 1d6 for each slot level above 1st, and the reach of the ice expands 5ft. for each spell slot higher (max 20ft.)
