Legendary Requires at least 16 Con to attune Requires Attunement

When attuning to this item, it grafts itself onto the user's spine and can not be removed until the user's attunement to it ends.

The "Apogee" has four charges and regains one charge every long rest.
Reflex Boost: When the user is hit by an attack or fails a Dex save, they can use a reaction to automatically cause the attack to miss or succeed the save by expending one charge.
Cogni-Motor-Boost: The user can expend one charge to cast the unique Time Dilation spell. This can not be counterspelled. When the spell's effect ends, the user must make a DC 20 Con save, taking psychic damage equal to their character level on a success or three times as much on a failure.

The magnum opus of a legendary master artificer, this reflex booster, once connected to a user's nervous system, allows the user to briefly enhance their congnition and motor functions to such a degree that their perception of time slows down to a crawl. To an outside observer, the user seemingly gains the ability to instantaneously teleport. In actuality, the user simply moves so fast that their movement becomes almost imperceptible, leaving only faint afterimages in their wake. One adventurer who was hired to test the invention even managed to outrun and catch his own bullets.

However, such power comes at a cost. The device's operation puts so much stress on the user's nervous system and musculature that activating it risks inflicting serious damage to the user.
