Creation of Goddess of Technology, Ming Rinai. Exists as an evil for the chosen people of the goddess, something to aspire not to be. Su Jiu'er lures evil peoples away from society and either frightens them into changing their alignment, keeping tabs on them for the rest of their lives, or sacrifices them to use as material components for powerful weapons. Maintains an illusion of a traveling craftsman with a massive shop while in humanoid form.
Innate Spellcasting: Su Jiu'er's spellcasting ability is Charisma (spell save DC 26). She can innately cast the following spells, requiring no material components:
Legendary Resistance (3/Day): If Su Jiu'er fails a saving throw, she can choose to succeed instead. Magic Resistance: Su Jiu'er has advantage on saving throws against spells and other magical effects. Magic Weapon: Su Jiu'er's Tail attack is treated as a magic weapon. 1,000 Year Cultivation: When her hit points are reduced to 0, Su Jiu'er reverts to a white fox with a single tail. If she is killed in this form, she dies permanently. She can not revert to her celestial form for another 1,000 years.
Multiattack: Su Jiu'er can make two attacks: two with its claws, two with its tails, or one of each. Bite: Melee Weapon Attack: +17 to hit, reach 5 ft., one target. Hit: 19 (2d8+10) piercing damage Claw: Melee Weapon Attack: +17 to hit, reach 10 ft., one target. Hit: 17 (2d6+10) slashing damage. Tail: Melee Weapon Attack: +17 to hit, reach 30 ft., one target. Hit: 21 (2d10+10) bludgeoning damage. Frightful Presence: Each creature of Su Jiu'er's choice that is within 60 feet of her and aware of her must succeed on a DC 23 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to Su Jiuer's Frightful Presence for the next 24 hours. Mythical Fire (Recharge 5-6): Su Jiu'er slams her tails down and conjures fire in a 30 ft. radius from her. Each creature in that area must make a DC 20 Dexterity saving throw. A target takes 74 (18d6+11) fire damage on a failed save, or half as much in bludgeoning damage on a successful one. If Su Jiu'er used the Nine Heavens Tail Legendary Action before her turn begins, her recharge roll automatically fails. Change Shape: Su Jiu'er magically polymorphs into a humanoid that has a challenge rating no higher than her own, or back into her true form. She reverts to her true form if she dies. Any equipment she is wearing or carrying is absorbed or borne by the new form (Su Jiu'er's choice). In her new form, Su Jiu'er retains her alignment, hit points, Hit Dice, ability to speak, proficiencies, Legendary Resistance, lair actions, and Intelligence, Wisdom, and Charisma scores, as well as this action. Her statistics and capabilities are otherwise replaced by those of the new form, except any class features or legendary actions of that form.

Terrify (Costs 2 Actions): Su Jiu'er makes a Charisma (Intimidation) check against a target creature's Charisma saving throw. On a fail, the target creature is Frightened. Nine Heavens Tail (Costs 3 Actions): Su Jiu'er attacks a target with all her tails at once, dealing 59 (9d10+10) force damage.
