3-level Abjuration
Choose one location in range that you can see. Fire a Beluar Arrow to that location that explodes in a shower of arcane energy, dealing 5d10 damage to a targeted creature.
Any creature in a 20 ft area must make a Dexterity Save, taking half damage on a succesful one.
If a creature was targeted, the arcane energy attempts to return and bind them, they must make a Dexterity Save or be bound in ropes of arcane energy. At the start of their turn they may make a Strength Save to free themselves.
At higher levels: For each additional level the spell is cast at above 3rd, deal an additional 1d10 damage.
