3-level Necromancy
You touch a creature, sending their heart into a flurry, stopping
and starting at random intervals. Make a melee spell attack
against a creature. On a hit, the target’s heart begins to violently
fibrillate. At the start of each of the creature’s turns, it must
succeed on a Constitution saving throw or have its speed
reduced by half until the start of its next turn and suffer one
point of exhaustion.
This spell cannot cause a creature to exceed 3 points of
exhaustion.
The spell ends when the creature succeeds three saving
throws against the spell, or if the creature takes lightning
damage.
