You perform a short ritual that creates an invisible circle on the ground where the ritual is performed. The circle lasts for 8 hours or until dispelled, and is visible to spells such as 'Detect Magic'. While the circle is active, you can use your Lash on creatures within 15 ft. of the circle as if they were within normal range of your Lash. This can only be used to tether a creature, not to attack them. If you do not have line of sight on the creature, they have advantage on their saving throw against the initial tethering.
