Ulra casts one of the following spells, requiring no material components and using Charisma as the spellcasting ability (spell save DC 21, +13 to hit with spell attacks):
Elemental Demise. If Ulra dies, his body disintegrates into a warm breeze, leaving behind only equipment Ulra was wearing or carrying. Fortitude. If damage reduces Ulra to 0 hit points, he can make a Constitution saving throw with a DC equal to 5 + the damage taken, unless the damage is from a critical hit. On a successful save, Ulra drops to 1 hit point instead. Legendary Resistance (5/Day). If Ulra fails a saving throw, he can choose to succeed instead. Wind Walk (3/day). Ulra can cast wind walk as a bonus action.
Actions
Multiattack. Ulra makes five scimitar attacks. Scimitar. Melee Weapon Attack: +14 to hit, reach 5 ft., two targets. Hit: 15 (2d6 + 8) slashing damage plus 6 (2d6) lightning or thunder damage (Ulra’s choice). Change Shape (3/Day). Ulra magically polymorphs into a creature that has a challenge rating no higher than 15. His statistics and capabilities are replaced by those of the new form. Any equipment he is wearing or carrying is absorbed by the new form. He can remain in polymorphed form for up to 1 week. He reverts to his true form if his concentration ends (as if concentrating on a spell). The concentration and usage amount restriction of this action is removed if Ulra is on the Silken Road plane of existence. Thunderous Boom. Each creature in a 15-foot cube originating from Ulra must make a DC 21 Constitution saving throw. On a failed save, the creature takes 36 (8d8) thunder damage and is pushed 10 feet away from Ulra. On a successful save, the creature takes half as much damage and isn’t pushed. Unsecured objects that are completely within the area are automatically pushed, and the boom is audible out to 300 feet.
Reactions
Elemental Servitor (2/Day). Ulra magically summons an air elemental, which appears in an unoccupied space Ulra can see within 60 feet of itself. The air elemental takes its turn immediately after Ulra on the same initiative count and obeys Ulra's commands. The air elemental disappears after 1 minute or when it or Ulra dies or when the Ulra ’s concentration ends (as if concentrating on a spell).
Legendary Actions
Words of Elder's Magic (1/day). Ulra speaks a few ancient words to compel each creature, Wisdom save DC 18 negates, within 90ft to use one of its spells on another creature. Ulra selects the spell and the target of it. Elder's Flashstorm (8/day). Ulra dashes to a random target he can see touching the ground, Dexterity save DC 19 reduces damage by half rounded up, dealing 4d6 lightning or thunder damage. If the target fails the save, the action is repeated on a new target. This is undodgeable.
