The Splicer is a fifth level Spellcaster. Its Spellcasting ability is Constitution (spell save DC 16, +8 to hit with spell attacks). The Splicer has the following spells prepared.
Abundant Arcana: The raw Arcane energy coursing through the Splicer's body empowers its attacks. All melee attacks made by the Splicer have an additional 1d6 added to the Damage roll, the type of damage is determined through the roll of a d4 where 1 is Fire, 2 is Lightning, 3 is Cold, and 4 is Acid Empowered: The Splicer screams to the sky, chunks of Arcanite pressed into his flesh begin to flash and flicker, his arms pulsing with raw Arcane energy. Twice per day, as a Bonus Action, the Splicer may enter an empowered state fueling their magic directly through the Arcanite in their body which lasts a number of rounds equal to their proficiency bonus. When in this state if the Splicer casts a spell that has a save DC, the DC increases by an amount equal to their proficiency bonus. If any spell cast in this state deals damage, the Splicer adds additional damage dice equal to their proficiency bonus when rolling the damage for that spell. Volitile: Once per turn the Splicer may sacrifice a number of hit points and add a number equal to the hit points sacrificed to the damage roll of a spell cast on its turn. Overcast: Once per turn the Splicer may regain Spell Slots through a sacrifice of hit points equal to 1d6+2 for the level of spell slot regained.

The mineral known as Arcanite can prove a versatile tool for scientists and Arcanists looking to further the study of magic, but it can also become a powerful weapon in the hands of those that seek to harness its power for their own selfish or desperate needs, the prime of example of this being Splicers. Splicers are people or creatures that mutilate or alter their body using Arcanite in an attempt to use its power in ways others cannot, and in some cases they succeed, creating a dangerous and volatile threat.
