Serrapen

A serpentine race from the hot and arid inlands of the Qruavan supercontinent. Serrapen have a long, flexible body but no legs. They have two arms and six paddle-like fins below their waist. Sandy scales cover their skin. They have powerful claws specialized for burrowing.

Open Mind. Your mind can reach out to the mind of any creature you touch. As an action you may make a melee spell attack, if you hit you are able to discern the target's surface-level thoughts--what is most on its mind at that moment. As a bonus action, you may attempt to probe deeper into the same creature's mind. The target must make a DC 14 Wisdom saving throw. If it fails, you gain insight into its reasoning (if any), its emotional state, and something that looms large in its mind (such as something it worries over, loves, or hates). If it succeeds, the creature may use its reaction to force you to receive psychic damage equal to half the creature's intelligence score and may use its reaction to do so whenever you attempt to read even its surface-level thoughts.   Fragile Mind. Your mind is easily accessed, making you vulnerable to psychic damage.   Sandborne. Your uniquely shaped body grants you an additional ten feet of movement in deep sand. Additionally, difficult terrains like mud and quicksand don't affect you.
Long and Thin
Serrapen have long, slender bodies sheathed in sandy scales. The front of their bodies resembles a normal humanoid arms, head, and torso. A large, feathered, cobra-like hood spans from their waist to the back of their heads. When extended it greatly increases the hearing ability of a serrapen. They have narrow shoulders and intimidating claws. Their arms, however, are abnormally weak. A serrapen's lower half resembles an eel, with six paddle-like fins.  
Natural Mind Readers
Serrapen have a unique ability to sense the thoughts of others through direct contact. This ability, simply called "sensing", is often viewed as intimate and is usually only used between closed friends and lovers or as a way to resolve conflict. Serrapen outside of a clan are often more liberal with their use of this ability.  
Clan Mentality
Serrapen form very powerful bonds, very infrequently. As a result, serrapen usually live in small, tightly knit communities of six to eight plus children, typically referred to as clans. Since serrapen are already naturally suspicious of outsiders these clans tend to be very insular.
